PONTE NOSSA (PROVINCE BERGAMO, ITALY) IN THE LOCAL ART-STUDIO MORANDI WAS HELD
DISCUSSION ON THE ISSUES AND PROBLEMS OF THE DECENTRALIZED NETWORKER CONGRESS
2012 WHICH SUMMARIZED THE FINDINGS:

RENEWAL AND DEVELOPMENT. Participants Decentralized
World-Wide Networker Congress 2012 believe that the mail art network can and
should be updated periodically to reflect the sensitivity of his age,
especially in relation with the continuous renewal of the media. The slowness
and cost of postal communication on the one hand, and the dizzying acceleration
of economic, social and political changes on the other, accompanied by
increasingly complex interactions on a global scale, the need arise, even in
relationships and exchanges between mail artists of intensive use, although not
exclusive, the Internet in the variety of tools available, launching projects
via the Internet or at least to double entry: by mail and via the Internet. The
utility of the use of the internet we had a test in joyful meetings and
conversations via Skype, and the rain of images and messages on social networks
in the period of the Congress.
We hope
that will be realized in the near future new projects networker congress, but
not centralized on a few sites and promoters of the collection, but really
widespread and decentralized, according to the unforgettable experience of the
meetings in 1992. To achieve this goal will require a programmatic work of
preparation which will be attended throughout the network, in view of the
implementation period of the program at least one year.

EFFECTIVE GLOBALISATION Of MAILART. The intensive use of the Internet
will make possible an effective and concrete globalization of mailart, closer relations
between mail artists based on direct knowledge of the economic, political
cultural contexts, projects adapted to the situation, the resumption of
mailartistic campaigns for peace, against hunger, torture, sexual and racial
prejudice, the revival of a modern artistic creativity based on the
"conscience of the world", even more necessary after the return to order
of the avant-garde, fluxus and visual poetry included .
Of course, the intensive use of computers and
the internet does not mean the mail art transformation into something new, like
digital art or net art, not only because the mail will continue to exist
alongside the communication via the Internet, but also because mail art has
always refused as an art form of marking particular, leaving the flexibility to
mail artists to use all possible techniques of expression , as long as share
ideal principles that have made glorious in its first fifty years.

THE PROBLEM OF PERSONAL ARCHIVES. Some participants raised the issue
of the allocation of personal archives that are already beginning to overflow.
As a "personal", archives have a value above all emotional: they
belong, it is true, the history of mailart, but most of our history. Create
museums mailart in competition with art museums, or establish, within art
museums, a section mailart, solutions are alien to the tradition and spirit of
mailart, which could pave the way for confusion and competition in the same
community mailartistic, and essentially the surrender of mailart to the art
system with its strict laws.
In the futuristic looks rather interesting proposal Honoria Starbuck a
network of digital archives that would be like a huge garden in the ether,
where each of us was its location, and glorification, where it would be
possible to listen to the voice of every mailartist dead, see his animated
figure, read his writings, see the projects.

“MAIL ART ENTERS INTO LIFE!”
(Creativa 2011).
While the nations of the world sink into the abyss of their economies
devastated by corrupt political elites and foolish speculations, that you want
to charge as usual to the poorest classes and young people left without
prospects for the future, mailart continues to pose in his small, as a society
"other" than large society, a "different" than the art
system, a factor of resistance and civil development. Exist as long as mail
art, exist for us a reference point to turn to, in reality, not utopia. In this
sense we can say that the mail art is a wealth and power, to be protect and administered
with care.

LA DISCUSSIONE SUI TEMI E PROBLEMI DEL DECENTRALIZED NETWORKER CONGRESS 2012 DI
CUI RIASSUMIAMO LE CONCLUSIONI:
(1) RINNOVAMENTO E
SVILUPPO. I partecipanti al
Decentralized World –Wide Networker
Congress 2012 ritengono che il network
della mail art si possa e si debba
rinnovare periodicamente per riflettere la sensibilità della propria
epoca, soprattutto in rapporto col continuo rinnovamento dei mezzi di comunicazione. La lentezza e i costi
della comunicazione postale da un lato, e la
vertiginosa accelerazione dei
cambiamenti mediatici economici, sociali
e politici dall’altro, accompagnati dalle interazioni sempre più complesse su
scala mondiale, pongono la necessità, anche nei rapporti e negli scambi tra
mail-artisti, di un uso intensivo, anche se non esclusivo, di internet nella
varietà degli strumenti a disposizione, lanciando progetti via internet o
almeno a doppia entrata: via posta e via
internet . Abbiamo avuto una conferma dell’utilità di internet nei gioiosi incontri e nelle conversazioni
via Skype, e nella pioggia di immagini e messaggi sui social networks nel periodo del Congress.
Auspichiamo che si realizzino nel prossimo futuro nuovi progetti
di networker congress, però non centralizzati su pochi siti promotori e di
raccolta, ma veramente diffusi e decentralizzati, secondo l’indimenticabile esperienza
degli incontri del 1992. Per realizzare questo obiettivo occorrerà un lavoro di
preparazione programmatica al quale parteciperà
tutto il network, in vista di un periodo di attuazione del programma di
almeno un anno.
(2) MONDIALIZZAZIONE
EFFETTIVA DELLA MAILART. L’uso intensivo di internet renderà possibile
una effettiva e concreta mondializzazione di mailart, rapporti più stretti fra
mailartisti fondati sulla conoscenza diretta dei contesti culturali economici politici, progetti
adattati alle situazioni, la ripresa delle campagne mailartistiche per la pace,
contro la fame, la tortura, il pregiudizio razziale e sessuale, il rilancio di
una creatività artistica moderna fondata sulla “coscienza del mondo”, tanto più
necessaria dopo il ritorno all’ordine delle nuove avanguardie, fluxus e poesia
visiva comprese.
Naturalmente, l’uso intensivo del computer e di internet non
vuol dire la trasformazione dell’arte postale in qualcosa di nuovo, tipo arte
digitale o net-art, non solo perché la posta continuerà ad esistere a fianco
della comunicazione via internet, ma anche perché da sempre la mail art ha
rifiutato di etichettarsi come forma d’arte particolare, lasciando piena libertà ai mail artisti di
usare tutte le tecniche espressive possibili, a patto di condividere i principi
ideali che l’hanno resa gloriosa nei suoi primi cinquant’anni di vita.
(3) IL PROBLEMA DEGLI
ARCHIVI PERSONALI Alcuni
partecipanti hanno sollevato il problema della destinazione degli archivi
personali che già cominciano a straripare. In quanto “personali” gli archivi
hanno un valore soprattutto affettivo: fanno parte, è vero, della storia della
mailart, ma soprattutto della nostra storia. Creare musei di mailart in
concorrenza con i musei d’arte istituzionali, o istituire, all’interno dei
musei d’arte, una sezione mailart, sono soluzioni estranee alla tradizione e
allo spirito di mailart, che potrebbero aprire la strada a confusioni e competizioni nella stessa comunità
mailartistica, e in sostanza alla resa di mailart al sistema dell’arte con le
sue ferree leggi .
Nel futuribile, appare invece interessante la proposta di Honoria
Starbuck di un network di archivi digitale che sarebbe come un immenso giardino
nell’etere, dove ciascuno di noi avrebbe la sua collocazione e glorificazione,
dove sarebbe possibile ascoltare la voce di ogni mailartista morto, vedere la
sua figura animata, leggere i suoi scritti, ammirare i progetti
realizzati.
(4 )“LA MAIL ART ENTRA NELLA VITA!” (Creativa
2011). Mentre le nazioni del mondo sprofondano nel baratro delle loro
economie disastrate da classi politiche corrotte e da insensate speculazioni,
che si vuol far pagare al solito alle classi più povere e ai giovani rimasti
senza prospettive di futuro, mailart continua a porsi, nel suo piccolo, come
una società “altra” rispetto alla grande società, un sistema “altro” rispetto
al sistema dell’arte , fattore di resistenza e di sviluppo civile. Sinché
esisterà mail art, esisterà per noi un punto di riferimento a cui rivolgersi,
nella realtà, non nell’utopia. In questo senso si può affermare che la mail art
è un patrimonio e una potenza, da salvaguardare e amministrare con cura.
